Both are free, community-run distributions built for compatibility with Red Hat Enterprise Linux, and both use DNF and RPM. Software that runs on one generally runs on the other, so pick whichever your vendor or team already uses.
Where do I find extra packages?
Install EPEL with dnf install epel-release for software outside the base repositories. Some EPEL packages also need the CRB repository, called PowerTools on Rocky Linux 8.
